The main goal of the project is the digitalization of public services in the cross-border area through the development and use of AI-based solutions, thereby enabling local public authorities (LPA) and citizens to increase the energy efficiency of their buildings and improve their digital literacy in related topics from the field of energy efficiency. Partners will, through the joint development of an innovative solution, raising awareness, and strengthening the capacities of local public authorities, help increase the understanding of the possibilities of applying and using AI in the development of new and improvement of existing public services.
The project includes the development of a pilot AI solution, which will represent an important part of technical assistance to citizens and public administration in the preparation and implementation of energy efficiency (EnU) projects. The AI chatbot will be available 24/7/365 and to a good extent replace the technical assistance that is otherwise expected from EnU experts and provide precise answers to the questions asked. Citizens and local public authorities that have no or only occasional assistance from EnU experts will be able to plan their energy efficiency projects more easily, faster, and better.

The project team of the University of Zagreb Faculty of Organization and Informatics consists of the leader Vjeran Strahonja, prof. emer., Assoc. Prof. PhD Dijana Oreški, Darko Grabar, mag. inf., Karlo Nadoveza, mag. oec., and Danijel Filipović, mag. inf.
The total project budget amounts to 549,900.00 €, and the FOI share is 106,758.00 €.
The project implementation lasts 24 months, i.e., from March 1, 2026, to February 29, 2028.
